I have been aproached by Diplomat via an U.S. soldier claiming he needs $5,000.00 because of a Declaration Fee required. This guy is nuts, but l have questions anyway. I know the fee is totally bogus and the Diplomat in a total idiot,l am almost certain he is posing as the U.S. soldier as well,my concern and question is.. he has sent pictures as this soldier and would like to know how to verify if this soldier exists or if maybe this soldier is involved. How do they get their hands on these pictures? Need to know so l could maybe contact the U.S. Army of this scam and someone potentially using pictures of one their men. He may also be a vicim in this.

No, you need to just have no contact with them at all, First if it is happening, it is in Ghana and US law has no bearing there at all. The criminals own or rule the local governments there.
The dating or money scam is so famous, everyone should have heard about them, Oprah even did a special on it.
They most likely down loaded a photo off the internet, or had someone they know dress in US uniform ( bought at a surplus store or stolen)
So what if you found the soldier, and he was a victim, he can't do anything about it,
So what if you contact the US Army, there is nothing they can do about it.
If you went over to that country to try and find them, they would merely have you killed and not think twice about it, or would have the local police arrest you for some fake charge
So stop talking to these people, drop it and move on
