You know he's too young to be away from his mother but it sounds like you had no choice.
Have you tried massaging his stomach, the same way his mother would?
I have owned dogs who did not bathroom every day.

Hopefully a pet/dog expert will see this and correct me if I'm wrong, but you need to massage the pups back passage gently using a warm cloth, in a stroking motion imitating the licking movement of the mother, also as judykayTee mentioned rubbing the stomach gently, this stimulates the bowels.
I hand reared a very young pup a few years ago and kept him in a pouch under my jumper near my heart,to regulate his temperature, and to hear my heart beat, granted he was a jack russel pup so quite small, I also fed him during the night massaging then too,I cut up a fleece blanket for him to sleep on and kept a wrapped warm hot water bottle under the blanket he slept on refilling during the night, in fact I kept him with me for quite a long time before he was OK too leave on his own.
Such a young pup is a big responsibility and a lot of work, but the pay off is fantastic.

Red and JKT pretty much covered it. The best thing to do is to use a warm wash cloth as Red mentioned. She pretty much covered anything I could think of. Most importantly would be to regulate his temp, and make sure he is eating enough. I HIGHLY suggest taking this little fellow to the vet for a once over. If he was abandoned I doubt his mother had proper care, the pus more then likely will have fleas and worms. Most puppies do anyway, but given his situation, the chances are much higher. I wouldn't suggest a bath until you are sure he is healthy/strong enough to assist in keeping his body temp up.
Thank you for taking this lucky little guy into your home! If you have any other questions please do NOT hesitate to ask.
Good luck and please keep us posted

Well, you guys are close, but no poo-poo. Momma dog licks their anus and genitalia to get them to relieve themselves. Rubbing anything else just isn't quite the same.
Use that warm cloth, or a tissue, to gently rub the appropriate areas. May take a few moments, and puppy poo isn't really all that "bad" at all... it's when the pups start 'eating out' that it begins to get stinky, and mom decides they're going to have to learn how to go on their own.

At 4 weeks old the pup would not need to be stimulated to defecate.
I agree with others in taking the pup to a vet.
The sudden change in diet, the formula and such could very well have caused constipation.

Just in case the owner is wrong about her estimation of age?

Have you ever given her or him cheese? Cheese will constapate a puppy and try taking the puppy to the vet! She might be pluged
