I have 230 going to water heater under house and would like to tap a120v rec. and two light bulbs for maintenance under my home, can this be done, without pulling new wire?

Not normally, no.
An electric water heater is a 240v circuit. There is no neutral in this circuit, which you need to get your 120v.
Also, a water heater is a 30A, 240v, circuit. You CANNOT power general use receptacles and/or lighting off a 30A circuit.

Sounds like you have a basement or crawl space-"under my home". Better off to pull a wire from a lightly used wall outlet into the basement/crawl and go from there. In a crawl space you need to use UF cable, not NMC.
