If I own a car and a person is making payments on it (I carry Title ) is that person allowed to change rims, stero, tail pipe and didn't in side - is this not abailment and my property is being abused?

Where? If the person is making improvements I'd keep quiet - they don't pay, you repossess, they've made the vehicle more valuable.

If, on the other hand, they are ruining the car then we need to check State law. It varies.

First its not a good idea to piggyback your question on someone else's. This can lead to confusion. You should start a new thread. So I've moved your question to its own thread.

Why does this person have access to the car to make improvements. Why do you object. ANY question on law needs to include your general locale as laws vary by area.

If you are selling the car to them, they now "own it" if they filled out paper work and you are carring the note to them.

Unless you in the sale paper work said they can not do these things , there is no reason you can't
