Ok so when I turn on the unit it makes a loud hummmmming noise, fan won't spin after about 2 min. the humming gets even louder still no fan. I am able to move fan freely with a stick no problem. I already checked voltage in the breaker in the house as well as the box outside all is good there. Its 80 in my house an I am about to die of heat stroke. By the way I live in OHIO so it has seen its share of rain an snow the unit is only 5 years old or so never had aproblem till now when I first tried to start it up.

PLEASE HELP Is it the fan Motor or what I give up

You have a bad run capacitor or motor. If the run capacitor is bad the motor is hard to start and will run slow if it starts. You can take the capacitor to your local hvac supplier to have it tested. If it test bad buy one and give it a try. Run capacitors are very cheap.
