My sister lives in Miami and her daughter is engaged . She insists that her friends should be giving the bridal shower . And that is how it's done in Miami. I live in Ma. And have never heard of that before. I'ts the bridal party or family.

Members of the bride's immediate family NEVER give showers.* It should be the bride's friends, the bridesmaids, and MAYBE cousins, or aunts.
*This is a frequent library reference question. We always look it up and quote from Miss Manners, Emily Post, etc.

The only rule really is who shouldn't host - as Wondergirl states, should not be an immediate family member of the bride or groom (though I'd not be offended if a sister hosted, personally). Very tacky for a mother or grandmother to host.
Friends of the bride or groom's mother, aunts or cousing or friends of the bride or groom, would all be appropriate people to host.
Nobody should be expected to host, nor should anyone think it's their "job". I get very annoyed for example when Brides think that the maid of honor "owes" them a shower - not true. Bridal party members have a lot of expenses, and usually cannot afford to host the shower on top of just paying to be in the wedding.
Nobody is "owed" a shower, but if they have one or a few even, it's a nice gift.
