We had a mess of exploded toilet paper push the cap of the clean out drain outside off. I can see some water in the pipe... DO I need to hire a plumber to snake it... I have not experienced any problem in the house with toilet or draining anything...

From what you have said so far I'd call a few plumbers for their labor rates and setrvice call charges, you need someone with a good 2" snake and lots of line
