My 1999 civic lx would only start moving on low, then like after 40 mph it can be put in drive, I had this problem for over 2 years, change the shift solenoid, the torque converter, the transmission and still have the same problem and the rpm go only up to 3500, can enybody please tell me what it is?

Burned out 1st and 2nd clutch packs? TCM problem?

I replace transmission and still had the same problem with the other transmission

And the TCM?
