Try second hand pawn shops for fish tanks. You can pick up some nice ones with lights and all the accessories or just a basic glass tank.
If you want cold water fish, Goldfish are easy to keep as are Danios. You will just need a filter (around $20).
For tropical fish you will need a heater as well (also around $20) But there are a lot more options with tropicals although they can be harder to keep. I have had a lot of success with guppies and sharks.
You will also need water conditioner. This takes all the nasties such as chlorine out of tap water.
For a new tank I would also recommend adding good bacteria to the tank to kick start it.
It should be set up for a minimum of 2 weeks before adding fish, but longer is preferred.

Try craigslist too, and eBay if it's a small one that won't cost a lot to ship. Even the dump. My dump has a Swap Shop, free.

For nice looking cheap fish try guppies. I have a 30 gallon tank jammed full (Yes.. it is overstocked but shh), If you kill a few there babies will just repopulate the tank (Mind you, since I've had my tank set up Ive lost 2 fish).
Try your local classified, kijiji, craigslist, eBay, yard sales, etc.
So far I have put over $500 into my tank, if you want it to look nice it does cost a little bit of money but to start all you will need is a tank (the larger the better, then there is more room for error), possibly a 30 gallon+, a filter, and a heater, after you have that all set up you can add the gravel, plants, etc (fish don't really need all this stuff), let the tank cycle for about a month without any fish in it.

Not every Walmart sells fish anymore. All the Walmarts in my area stopped selling fish years ago.
There's a reason that the Walmart fish are so cheap. They don't usually live long simply because they don't have knowledgeable people looking after the tanks and the fish.
I wouldn't buy there. It's worth the extra few dollars to go to an actual pet store for your fish.

My walmart sells "fish" that all need to be euthanized. Do not support this part of their business. It should be against the law, it is cruelty to animals!!
