Depends on your age and criminal record, the amount you are storing. New York State Department of Labor - Subpart 39.12 (http://www.labor.state.ny.us/workerprotection/safetyhealth/sh39_12.shtm)

And, of course, why the Police think you have it.

I'm 48 and 16lb, no any crim records.

I may have missed it, but I don't see anything in the regulation you linked referring to age or criminal record.

In OP's other thread (https://www.askmehelpdesk.com/other-law/can-store-house-powder-if-do-not-have-license-state-ny-im-48-a-574860.html), he says it's 4 lbs. So, assuming he complies with the regulation, the answer would be "yes".

Felons can own muzzle loaders in NY. They do, however, need a NYS hunting license. These are not routinely issued to felons.

So they've got you coming and going.

If they want to go hunting with them. Presumably they can keep them in their homes without a hunting license. And they can even have powder for them,
... no more than 5 pounds of it...
... if they have the powder in specially marked wooden boxes...
... in the basement or first floor of the house...
... no more than 10 feet from the door...
etc.

It is ambiguous, isn't it? But the following suggests that he probably has 4 1-pound containers:

No he can not store 16 pounds, yes he could store 4 lbs

I wonder what the regulations are in Lexington, Massachusetts, for the storing of black powder.
