I have been jumping my lawnmower off my car for the past few days and can get it to start. If I shut off the mower I have to jump it again and again. Last time I tried to jump it, it would turn over but not fire up. I hooked it up to my battery charger and it's reading FULL but when I turn the key it just makes a ticking sound. What could be the problem?

Have you taken the battery to an auto parts store to be load tested yet? If you haven't I recommend it.
A weak battery can act exactly as you describe, because I have seen it happen. That will eliminate it as the problem. And if it tests good we can move on to the next possible cause.

Would my batter charger say full if the battery was bad?

Sometimes they will. Sometimes they won't. It all depends on how the battery is failing. I've seen both happen numerous times..
I had a PAIR of truck batteries fail just like that (A diesel truck)... they would appear to take a charge... they even show the right voltage... but under load they couldn't deliver enough amps to even start to turn the engine over.
But a load test will tell them if it can deliver its rated amps or not. And if it doesn't then its time for a new battery. They usually do that test free of charge.

And if that doesn't do it come back and we will work on the other more expensive and less likely possibilities. Let us know if that worked however.
