I am visiting my mother and am trying to fix her toilet. The flapper will not stay up and so you have to hold the handle to let it flush. Now I read this thread (https://www.askmehelpdesk.com/plumbing/toilet-flapper-94911.html) and was interested in speedball1's answer. The problem is where speedball said, "Leaving the ring on will interfere with the flush."

So my question is, should I cut that ring off? Could that be my problem. There are hooks on the side and I have adjusted the chain link-by-link and the chain and flush lever rod are not the problem, apparently.
Any suggestions on how to fix this?
