He wrote me a note, I love getting letters, but this was one that I didn't know what to do with. What am I supposed to do? Am I supposed to tell him how I feel? Or do I just pretend like it never happened? He's a great person, and I don't want to hurt him, but I'd just rather be friends.

Be honest about your feelings towards him, it might hurt him - but if you say nothing it's going to be harder for him in the long run.

It's really hard to be "just friends with an ex" especially if that ex still has feelings for you. You will never be able to be friends and you'll have to accept that. You should probably write him back saying that you don't have feelings for him etc. you can't just pretend it never happened because then you'll leave him waiting for your reply. Its really hard but you can't choose who you like it just happens.

Being friends with an ex is possible, but usually not when one person still has feelings. Tell him how you feel, tell him you'd like to remain friends, but also make sure that he knows that friendship is all you'll ever be able to offer him.
Don't just ignore it. That's not fair to him. He knows you go the letter. It's best to come clean and tell him the truth.
I know it's hard, but this is all part of life. It's not always easy.
