A lot will depend on her past record, proof that she has been sober, her ability to provide a safe home and good care, how much she has seen her child all year, and any resistance from the grandparents.
Courts really don't want to keep children and parents apart. But she may have to wait some more, or go tthrough gradual visitation, and possibly supervision.
To find a lawyer locally type 'pro bono lawyer yourtown texas' into Google, or ask here if you can't. You can't use the ACLU or other civil rights type free lawyers, and she may have to pay or try to go to court herself, starting at Family Court nearest her. Literally walking around the courthouse and asking various desk clerks. If she was in a rehab program, she should ask them. If she is on any financial assistance, she should ask that agency.
