I would like to know that if you love someone very much and they know this but refuses to communicate, what do I do to help us move forward to the next level. He has had previous very damaging relationships in the past and so is scared to go that one step forward with me. Thank you.

There is nothing you can do-if he doesn't want to be in a relationship,he doesn't.

Hard to budge someone who doesn't want to be budged, but without communications, there is no relationship.

How old are you and what level is the relationship on now? How long have you been together, and known each other?

Take it slow. Fast relationships suck if you actually love the person. But if he can't give you what you want, then he can't give you what you want.
