A lot of external hardware give instructions to install their software from their disk before you plug the hardware in. It's also common for people to make the mistake of leaving external hardware (especially USB) connected when they reinstall the OS. When you do this, Windows will attempt to use its driver for the hardware and even installing the hardware drivers from their disk after the fact, just causes conflicts with Windows drivers. Did you leave the printer plugged in during OS installation? That's a no no. Heck, I even disconnect from the net when I reinstall, until I can get a good firewall on there cause I don't trust Windows own. Unplug everything but mouse and keyboard, even remove any external USB drives you might have. Then follow the instruction for your hardware same a s the first time.
