Periodically when I flush the toilet instead of the bowl draining it will fill up. Most noticeable is when paper or waste are included in the flush. Then I will continue to plunge it and at some point it completes the flush but at that point air is noticed in the system. Also if I flush the toilet and the bowl fills up and go away for a while and come back the water goes back down to a normal or less than normal level. Any ideas what my problem may be?

Are any other fixtures effected with slow draining? Like a tub, shower or sink.
If so u can try pouring a 1/2 gallon of vinegar into drain. Let sit overnight and flush with 2 or 3 large pails of boiling water.
If this does not solve problem, will have to snake from roof vent. Use about 20 feet more of snake then it takes to reach toilet. U will be able to rent snake from a big box store.
Let us know how u make out.
Good luck
