. Failing catalytic converter?

. Failing Engine Coolant Temperature (ECT) Sensor?

. Budget gasoline?

Check the carbon canister and make sure you do not have any fuel leaks especially at ht tank and engine good luck

Those are notorious for issues with the Mass Air Flow (MAF) sensors. Check for diagnostic trouble codes.
If you have an appropriate scan tool, check the MAF reading and see if it's within range.

CR makes an excellent point. Here's how to clean the MAF Sensor:

Clean the air box and replace the air filter (pleated paper only), at the same time.

Only problem with that is the '90 style MAF was the "vane" type and not the hot wire.
It was sealed up and not accessible.
The big problem as these 4R's got older, was the fuel injectors. Esp the cold start injector. They would either drip or start to clog up.
A proper fuel injector cleaning service might help a lot.

Another point I'd like to make is the vacuum lines on the passenger side. If any top end work has been done, they usually get all mixed up. Like the one that runs to your fuel pressure regulator on the drivers side fuel rail.
