We have ask for him to come get his car for over 10 months. What can we do?

You have no obligation to act as your friend's storage facility. Send him a registered letter stating that if he doesn't remove it up by a certain date (perhaps 2 weeks out) that you will consider it abandoned and will have it towed. Date the letter and keep a copy. Because ownership is conveyed by the car's title, you have to follow your state's procedures here. Typically you contact your state's DMV to report the abandoned vehicle and arrange for it to be towed away. Unfortunately you will have to pay for the tow. I suggest you take pictures of its condition just in case.
