Need info to price the following

Rewiring a 3rd floor apartment, have a 100AMP service panel (3yrs old) in basement. Want to rewire 3rd floor has 4 rooms with small kitchen, what would an electrican tell me has to be done, materials and labor. Would they put new panel in the apartment and use the existing one in basement as just a main breaker for the 3rd floor.
Can they wires run up from basement floor to floor along side the water and gas pipes that run up in the center of the building behind a false wall access in each kitchen closet.

Don't want to over or under sold on the work to be done.

How old is the Apartment? What are you adding? Central Air, Water Heater?
I would run wires in conduit to upstairs, code may allow different?
How are the other apartments Fed?(Panel on each level?)

Apartment is 40+ years old, floor is just under 1000 sq feet, just want to take out all the old wiring, will add more plugs, (want to make sure plugs near windows in each room can handle AC window units should the tenant put them in ), adding dishwasher in the kitchen and want more separate circuits to more plugs in the kitchen and bathroom.

When you say run wires up in conduit, would that mean they should use the panel in the basement and just run new wire for the differnet circuits that I will need. Would the conduit be PVC and can they run this conduit up through the same chase as the water and gas pipe go to each floor.

The other two floors have separate 100AMP panels in the basement and the wires run up to each floor.
Have separate Heat and Hot water devices in the basement which are gas units for each floor.
