Sat for 2 years, now it won't pick up the fuel in the clear filter.
Does anyone know if it has a fuel pump?

The one's that I found do.You also might want to check your main needle jet in the carb.
Make sure that clean and clear.

Model # would be nice. After 2 years you should drain the tank and remove the carb bowl. Flush with SeaFoam, actuate the needle valve with fuel in the tank and then try to start.
