My younger brother is 16 years old and is about to turn 17. His father does not treat him right abd department of children and families have got involved several times. However he is still living with his father until he recently left. I am the older sister and I wish to be the guardian for my younger brother. So what steps if any do I take to adopt my brother if his father won't sign over his rights ?

First you don't need to adopt. Adopting will be much harder in any case. What I would recommend is to go to the caseworker who has been handling the problems and tell them you want to foster your brother and take guardianship.
This will be much easier and the agency may be able to order it without going to court. All you really want is to proved a safe place for your brother to live and that will accomplish what you want.

Just to add to the very good answer you have already received, he would probably be 18 by the time any adoption proceeding was complete.
