10 inches at the wither?
That's awfully tall for a 3 month old Chi, do you have any photos you could post?

10 inches at the withers and only 1.5 pounds? How does he stand upright? He must be a stick.
I'd like to see pictures too.

If I measured him from his front paws to the top of his head and its between 5 and 6 in. I don't know how to post a pic. And he isn't a stick he is actually quite pudgy!

I have been "babysitting" a little female Chi for the last couple weeks and she is a similar size .A very small dog, except she is only 1 pound and about 5" at the withers.
Actually slightly under one pound , but she is healthy and way too full of energy.
I have a Yorkie I thought was small but he looks like Godzilla next to her.

Withers is the ridge between the shoulder blades of four legged animals.
The best way to be sure you have no worries is to see a vet.
That eliminates all doubt and it always is a good idea to get them
A check up now and then.
Your description sounds like he's OK , but I am not an expert in this field.
The ladies who answered you here are the best. They forgot more than I'll
Ever know about animals and I would trust their decisions fully.

The height of a dog is always measured at the wither, so when you look up Chihuahuas and it says they should be 6-9 inches that is at the top of the shoulder, not the head.
Length of neck varies a lot between dogs, so it is the actual body of the dog is where the height is most important.
So no, it doesn't sound as big as I originally thought.
Chihuahuas should be no more than 6 pounds when they reach maturity.
