According to the Ottawa treaty agreement of 1951 US Nato direct hires are tax exempt for their Nato income. The agreement even states that the US can only tax the US Nato direct hires if they are paid by the US directly... Else the other countries can also tax their Nato workers. Can the US IRS then override the treaty, and demand earnings to be declared and taxed? Note that salaries scales were reduced to balance the tax free bonus... This equalized the pay between expats of different nationalities with differing national tax rates. And these scales have only increased do to inflation. Note: The Amaral v. Commissioner 9947-85 ref I found in Google scholar... And he won in tax court.
