My 1990 honda civic Dx... the seatbelt light on my dash won't turn off... there's some of wire system going from the floor to under both seats too... but there isn't anything power on my seats... isn't there ?

If you don't have power seats, any wires will be for seatbelt buckle switches.
If buckling your seatbelt doesn't turn off the light, you may have a problem with that buckle or the wiring harness. That will require hands-on diag to determine if a ciruit is open.

If I disconnected those wired do you think the light would go off ?

No, that's the same as not having the belt buckled.
Does the connector you're working with have two wires in it, one Black one and one White w/ Red trace? If so, with the key in the ON position, try briefly grounding the White w/ Red wire by installing a jumper to the Black wire and see if that light goes off. If that works, install that jumper securely and tuck it up out of the way so that it cannot get knocked loose.

You see I tried that too and it stays on... does it make any sense if I told you the car has beed totaled before... and the saetbelts are aoutomatic

This will require hands-on diag by a technician that can look at the system and fault trace whatever is keeping that light on.
Being totaled cannot help but it should still be able to be diagnosed and repaired.
