Looking for a movie from the late 70's or early/mid 80's. It is a comedy, like springbreak movie/ beachparty movie.

This is what I remember: some girls (or boys) borrows a house near the ocean,lots of stairs down to the sea. The house turns into a mad party. They find lot's of bags filled with weed stranded on the shore. The police turns up, one cop have sex with a girl in the sauna.

I was about 10 years when I saw this one. Would really like to see it again.
