ANY question on law needs to include your general locale as laws vary by area. This area specifically is usually very local, like on the county or municipality level. Also such laws are used as punitive, but rarely will agencies just look for a situation like this. If they find it because of some other action, they may use it.

I wouldn't think this situation would be a problem though. Except for the 11 yr old's sleep patterns.
