Our friends in Maryland are having an issue with the neighbors. They property line goes down the middle of the driveway. The driveway is only about 10' wide so in order for 2 cars to pass on the driveway each car must move over a little and have one set of wheels off the paved section of driveway.

However, this past weekend the neighbor put stakes and chain right next to the pavement on their side of the driveway. Therefore, now 2 cars cannot get by each other because of the chain on their side.

Is there anything that can be done about this? Or is this a legal action on their part?

If the stakes and chains are on their property what is the legal issue? You still have 10 ft. to drive on. How often do 2 cars "have to pass"? I would make sure where the property line is located by getting a copy of the plat. This is a perfect example of "Why did they do that". Usually in a shared driveway, some form of written agreement should be in place, an easement, since you will be most likely driving on the other persons property, and they on yours. The plat should state "shared driveway".
