I went outside to go crank up my 94 integra and the brakes wouldn't work.
I try pedaling them for a bit hoping that might do something but the brake pedal just goes all the way down doing nothing to stop or slow down the car. Instead when the brakes are pressed the rpm's increase a bit. Wth?
Could the brake lines gone bad or something? I'm lost here.

I would check your Brake fluid resovoir first.
Any leakage?

That sounds like the master brake cylinder has failed and possibly damaged your brake booster. Since this vehicle seems unfit to be driven, you may need to arrange a tow to a brake shop for a thorough inspection by experienced pros.

Brake fluid reservoir was super low and there is air in the brakes just have to bleed them and put in fresh fluid

You will need to top off, then Bleed the brakes.

Why was the fluid so low?
Are the pads worn out?
Any leaks or seepage in the system?
