My 2004 Maxima has flat tires and a dead battery in my underground parking garage. My thinking is that the flat tires are related to needing to fix/replace chrome rims but I don't know how to go about this as a tow truck would not fit in the underground! Is there a service that would have someone come out to install a new battery? Can I have the tires removed and taken to then the rims assessed? I (obviously) have very little car knowledge.

Yes there is. Just about everywhere. Do a search in your area for a mobile mechanic.
Be careful of Craigslist. Look in the phone book for more trusted mobile guys.
