I am trying to write a bid for a cleaning service for the government of my state... please I need help in putting one together.
The write up should include, easy ways to do cleaning, new innovative ways of cleaning and lower cost effective cleaning tools and hardware.

I would love to help you but you know, you really should do your homework so you know how to sell the client on what you do best, and talk about it intelligently. The cleaning bid is only half the problem. We have students writing in all the time wanting us to do their homework for them, but how do they learn if we do it for them.
What cleaning duties do you have to do for them, floors, walls, washrooms, dusting, etc?
Will you be using the new green products available now to promote environmental concerns? I am sure a government office would want you to do that.

What government, where, what type of buildings, how many?
Do you have a night crew? Enough to do the job in one night? Are they all bonded? Do you have liability insurance?

As for new techniques and products, you really should do your own research as tickle said. That means internet searches and industrial supply places. That's a ton of work and a huge question. You could spend a whole week full time learning about them.

Agree with the posters. I may be wrong however it sounds as if you have no experience, am I correct?
When bidding any government project there are a lot of qualifiers and requirements.
If you are a registered minority you will have an inside track.
