Have Craftsman 20hp 50in cut garden tractor that keeps blowing fuse when you turn the key checked for bare wires grounding out at the frame did not see any please help

What motor do you have ?

First thing to check is that the battery is installed properly. Is the red wire is going to the "+" battery post and the black wire to the "-" post? If that's OK I would try unplugging the wires going under the flywheel to the charging system (stator). If there is a problem there it will blow a fuse. See if either of these two things eliminate it. If not at least it will help narrow it down.
