Probably. LIS > Code of Virginia > 32.1-257 (http://leg1.state.va.us/cgi-bin/legp504.exe?000+cod+32.1-257) is the statute pertaining to the signing of certificates of live birth in Virginia. I don't see any requirement that either parent has to be of age in order to sign the certificate.

I would assume the minor is the mother or father, in those cases yes they may and the mother should.
