Hey, I was hoping someone would be able to help me!

I'm looking for a kids movie that I believe to be from the early 90's, I can't remember the plot per say, but any help would be apprieciated!

I believe the movie was about 2 runaway children, and 2 scenes included the 2 kids under a bridge near a river at night fall, and another with a 2-3 story house on fire, I believe they were looking for their father in the course of the movie.
