If you're just looking for feeback, I would say it's pretty good. I do have a few points:
You might want to mention if the attendees are expected to bring (or pay for) their own lunch.
Also, you might not want to use the word "seminar" for the 1145 to130 time slot. A seminar would be a day long or multiple day event. You might just want to call it "session" or give it a name if the presenter can provide you with one.
The first time slot you call "presentation". That's very generic. Again, ask the presenter for a name. At the very least, call it "Opening Presentation".
You might want to provide the name of the presenter and their credentials.
I hope that helps. Good luck!

Sounds fine, if a little overly wordy first sentence.
I would just say 'We are having a day long programme on proficiency in Hindi, our national language, for all Hindi and non-Hindi speaking employees. Attendance is required.' I'd drop Department after HRD? Minor stuff though. It's fine. Management might prefer the longer version including the endeavors.
