Outside condenser fan housing and refrigeration lines and grill are solid ice. I pulled the fuse. What needs to be done. Temp 45-30 degrees.

Are you running it as a heat pump or as a/c? If heat pump, then defrost sensor or board is faulty; if a/c, the outdoor temperature is too low and you will need a low ambient sensor to cut out the fan.
