It could be arthritis, it could also be something in the back itself.

Large breed dogs, and especially older large breed dogs are more prone to hip and joint problems than most other smaller breeds. And yes, could also be arthritis. There are vitamins and supplements that can help with this. Especially if your dog has had a very active life. Also, like cheekyasbaby said, you should take him/her to the vet!
