Then you have to find the draft that is putting it out. That is a potentially dangerous situation. There is still gas coming through and no flame.

Is the wind blowing on the heater or outside on the vent? If it is blowing on the heater, you can build a V shaped baffle out of drywall that sits about 1 ft in front of the heater and the wind will divert around it. If the wind is back pressuring the vent, you may need to install a better draft diverter on the top of the vent. Simpson makes one that allows venting but reduces the direct wind pressure. Simpson Dura vent might be the trick, wind was blowing down the vent pipe from out side. Going to try this first.
