If they are the proper part numbers, the ECM is likely bad. Be sure to clean the main ECM ground, located on the thermostat housing, and check all under hood and under dash fuses with a test light or multimeter.

There not the same part number at all I also heard the a 91 ecm won't start a 92 all my fuses are good as well I was replacing the tranny and got ahead of myself and put the battery in before the alternator and I arked it out on the body I tried to do the little stuff first before I drop 175 on a refab ecm

A new ECM will likely solve the problem. Ground yourself before handling the new ECM.

That's a good question. Attach a grounding wire and see if that makes a difference.

How long have you owned this car? When did it last run?

There was a ground wire not hooked up hidden under some other wires I hooked it up and I got fuel got spark and cel comes on and turns off after 2 seconds but I think the distributer is a little out of time because it still won't start its been about 4 months since she was last started and running is it possible its 180 out on the distributer

Because of the offset key way on the end of the distributor, that's not possible. Loosen the 3 distributor mounting bolts and rotate the distributor housing slightly counter-clockwise. This will advance the timing. Any problem, now, is distributor related. You should have this Accord running in no time.
If the problem persists, replace the Ignition Control Module (ICM) and coil:

Did you rotate the distributor slightly counter-clockwise?
Did you recently buy this as a non-starting Accord?
