Where are you located?
How do you know the house power is only 10 amps?

What type of outlet is 10 AMP? What type of "new point" are you talking about? Please clarify.

In Australia, the welders plug is to big to fit into the house power supply. This is the specs of the welder if this helps,
-8 Voltage Settings
-200 Amp Output
- Welding Current
- 30 to 200 Amps
- Spot Weld Timer
- Fan Cooled
- Gas/Gasless
- 300ml Spool Capacity
- 240 Volt
- 15 Amp
- 15% @ 190 Amps Duty Cycle
- 3m Mig Lead
- 3m Work Lead
- Weight: 58kg

You need to add a new point. Since your unit draws 15 amps, you may need a 20 amp point, depending on if any derating is required by Australian electric code.
Here are what the receptacles look like:
Australian Mains Plug Variants - AS/NZS 3112 (http://www.accesscomms.com.au/Reference/AustMainsPlugVariants.htm)
I find that You use the Canadian Code, which is very similar to the USA code.
I suspect you need the 20 amp point for a 15 amp welder.
