Movie I'm looking for includes more variety in animals, the city is habited by cats, dogs, ducks etc. I remember this invetor (dog if I remember correctly) who has a rig as alarm clock, which wakes him/her up by splashing a bucket of water on him/her. The animals are also dressed human-like, drives "cars" etc. I watched this movie when I was kid, in the 80's-90's.
