My daughter is disabled, and I can claim her as a dependent. She worked briefly during the year, and her employer withheld all taxes. How or can she get a tax refund from the feds and the state? Thanks.

For the federal tax return, she needs to file a Form 1040EZ without claiming her personal exemption.

The same process may be applicable for the state return, though some states will allow her to claim her personal exemption even if someone else claims her as a dependent.
