I know the person who has staied illegally in VA.
I'd like to report her. But I'm currently living in oversea. Is it still possible to report that person?
If so. How do I do? And then what happen to her?

If the OP were doing it because of allegiance to this country, I wouldn't disagree with you... But, people like the OP are doing it to RETALIATE against somebody they don't like...

Excon, how can you possibly know this? Please inform me. Stab in the dark?

In my opinion no matter the reasons behind the interest of reporting illegals, I think it should be done!

Sure it's a stab in the dark... But, MY stabs, are usually right on.

There are 12 MILLION illegals here. Everybody knows one or two. How come YOU don't get on the phone about the few YOU know about?

First off you assume way too much... this is a huge stab in the dark you have no way of proving. (let's not assume that just because you're right about some things, you're right about all)

Secondly, I don't know any. I live in a town where I know about 10 people. I'm from a town that had 0 that I knew of. So lets not presume we all turn a blind eye to the noticeably funked up!

Our country is setup to allow others to come and enjoy the life that is so sought after... but there are ways to do it.

Please note that a visa overstay is a civil violation, not a criminal violation. Yes, you can report from overseas. Have detailed credible information. Report Suspicious Activity 1-866-DHS-2-ICE.

No need for an attorney. Provide the information and your contact information. Unless the alien is a criminal or on a security watchlist, not likely to be investigated, as a matter of prosecutorial discretion. When the person applies for an immigration benefit, the USCIS will then probably link the information together at that time.
