Bob owns a watch repair shop. He has found that the cost of operating his shop is given by c(x)= 2x^2-16x+269 , where x is the number of watches repaired. What is his minimum cost?

Without using calculus, you can use C(x)=c-\frac{b^{2}}{4a} to find the minimum cost.

a and b are the coefficients of your quadratic and c is the constant.
