I need some help. Can a non-business individual give a 1099Misc to another non-business individual?

Need more info about what you are asking. I am a 1099 employee. I work for individuals. Is that what you are asking?

I don't know what you mean by "non business."

For example, if you paint my house, I can give you a 1099.

Sure, why not... if you employ a baby sitter, technically you would have to withhold taxes etc... but if you simply give them a 1099 it's their problem to comply with the taxes.

Actually, it is REQUIRED that you submit Form 1099-MISC for services rendered if the amount paid exceeds $600.
