Please can someone tell me which blog software askmehelpdesk.com uses. It really seem to have good customizable outlook options. Can someone tell me if there are other bolgs which give more control over the outlook.

This is not a blog. It is a Forum. This site uses vbulletin (http://www.vbulletin.com). There are dozens of good forum applications out there if you're interested in having one.

Another good one (which is free) is simple machines (http://www.simplemachines.org).
