Both my parents are in prison and they have a 16 year old who was still living with them. They were supporting him and receicving taxs credits for him. What help can he get with money now. Does he need a guardian to live in his house now

He is disabled or challenged, correct ? Seeing as his only guardians were sent to prison, then you have to approach the courts to get him in the proper care. They have removed his assistance. The tax credits he was receiving were probably in his own name as he was the beneficiary of the credits; they would have been in his name.
If you give us more information, you will receive better direction. Exactly where were the tax credits coming from. I hope any money forthcoming will not be abused by anyone else.

I don't understand what you are asking. Are you asking if a 16 year old, unrelated to your parents, can continue to live alone in your parents' house now that they are both incarcerated? Where are his guardians or parents? The answer hinges on that.
Who holds title to the house and who is making the house payments?

Who is this 16 year old, what is their relationship with the parents
How are the parents still supporting him, if they are in prison
Why has social services not taken him out of the house when the adults were arrested
