I saw part of this movie in 1996. A U.S. Soldier was in Russia witnessing dismantling of warheads when he was hit. One was stolen, loaded onto a barge, then onto a boat sailing into the Black Sea and headed to Libya. It switches between the thieves and the CIA or whatever looking for it from Ops center in Washington DC where there was a new man in charge. In the end a spec. ops helicopter landed on the ship in the Mediterranean and after a firefight found and retrieved the weapon. I cannot remember ANY of the actors or the name of the movie but would LOVE to find it again. Can anyone help?

I have been looking for the name of that movie also.. I remember a scene where they are passing a freightship with a small motorboat, trying to measure any nuclear radiation in order to locate on wich ship the warhead is located
