What is the question? Also need to know the State and what the garnishment is for - child support, consumer debt, something else.

I work in GA the company head quarters are in SC. THE debt is unpaid medical bill. The question is who should have gotten the paper work for the garnishment myself or the payroll dept?

The Payroll Department. In theory you know there's a judgment against you and the creditor has the legal right to use any legal means available to collect it.

You can't garnish your own salary and apparently could not reach an agreement to pay the debt so the employer is the next step for the creditor to take.

There can be no garnishment without a Judgment. I'm assuming you were aware of the Judgment - ?
