I am 15 and my boyfriend is 16, he told me that he does not want to get in trouble for dating me but he really cares about me. I thought that dating was not an issue, but if we were having sex (which we are not) that would be the issue. I was just trying to make sure I am right before we decide to break up because of it.

Dating isn't illegal, and your age difference isn't huge. As long as your parents are okay with you dating than you're free to date him without him getting into any trouble.

Sex on the other hand would be an issue, but since you two aren't engaging in sex (and I hope you won't be for a long time) that's not something you need to worry about.

If he is telling you that, I think he's trying to let you down easy.

As noted it is not illegal for a 15 and 16 yr old to date.

Or he is wanting or thinking about having sex and wants a girlfriend old enough. Opinion, take the hint, he is wanting to break up and not sound or be the bad guy

No it is not illegal! You are only one year apart and its normal for people to date older or younger people then themselves. Though I would recommend/hope you will wait a bit before having sex.
